Operating authority
The term ‘operating authority’ refers to: ‘An organisation having permissive powers under Statute to operate, maintain or improve flood defence assets within its operating boundaries (Environment Agency, Natural Resources Wales, Scottish Environment Protection Ageny (SEPA), the DfI (Department for Infrastructure), lead local flood authority (LLFA), local authority or IDB (Internal Drainage Board)).’
